What decided it

The engagement of the tilted balance due to the Council's lack of a five-year housing land supply, combined with the site's good accessibility to services and the proposal's status as previously developed land, meant the benefits of housing delivery outweighed the conflict with Policy SP1.

The adverse impacts of the location of the proposed development would not significantly and demonstrably outweigh the benefits of housing delivery, previously developed land reuse, economic and social benefits, and affordable housing contribution; the presumption in favour of sustainable development outweighed the identified conflict with Policy SP1 and paragraph 80 of the Framework
