The proposal conflicts with the council's housing strategy as embodied in Policies CS1, CS4, CS5, MD1, MD3, MD7a and S4 because it proposes open market housing outside the defined development boundary in open countryside where such development is strictly controlled, and the Broseley housing guideline has already been exceeded.
The benefits of removing the conflict between employment and residential uses and the improved layout compared to the extant permission do not outweigh the conflict caused to the council's plan-led housing strategy, particularly given the absence of an affordable housing contribution that had weighed heavily in favour of the previous permission.
