What decided it

The appellant failed to prove that the stationing of the caravan as a separate residential unit had continued for a substantially uninterrupted period of at least ten years prior to the enforcement notice being issued on 17 October 2022, as the material change of use occurred in July 2013 when the caravan was first rented to a tenant.
