What decided it
The less than substantial harm to the conservation area and listed buildings, given great weight under paragraph 199 of the Framework, was not outweighed by the modest public benefits of the scheme.
The modest public benefits of the proposal (housing delivery, affordable housing, socio-economic benefits) were insufficient to outweigh the great weight given to conservation of the CA and listed buildings and the less than substantial harm identified, together with the harm to neighbours' living conditions.
