What decided it
The absence of a five-year housing land supply and the out-of-date housing requirement policy, combined with the meaningful contribution to housing delivery and the absence of significant environmental or amenity harm, meant the benefits of the proposal outweighed the conflict with the development plan under the tilted balance.
The conflict with Policy 1 of the Core Strategy and loss of greenfield agricultural land (moderate harm) were outweighed by the significant benefit of providing up to 40 dwellings including 35% affordable housing in circumstances of a shortfall in housing land supply, together with moderate environmental benefits from biodiversity net gain and limited benefits from highway improvements and open space provision.
