The unacceptable harm to the living conditions of neighbouring occupiers through dominant, overbearing massing and undue overlooking, combined with the failure to provide appropriate living conditions for future occupiers of flats 3 and 4 in terms of private space standards, were sufficient to outweigh the benefits of housing supply and brownfield redevelopment.
