The policy harm from conflict with CS Policy 1 and limited harm to biodiversity were outweighed by the significant benefits of affordable housing delivery (100% affordable, substantially exceeding policy requirements), general housing delivery in a borough with only 3.3 years' supply, and employment benefits, with neutral effects on heritage, amenity, agricultural land, drainage and character.
