What decided it

The less-than-substantial heritage harm to the setting of the Conservation Area and the listed Angel Inn, given great weight, was not outweighed by the moderate-weighted public benefits, compounded by an unacceptable overbearing impact on neighbouring occupiers.

The great weight given to the less-than-substantial harm to the setting of the CA and the listed Angel Inn outweighed the moderate-weighted heritage, social, economic and environmental benefits of the scheme, and this, together with harm to neighbours' living conditions, tipped the balance against the proposal.
