For Scheme 1, the less than substantial harm to the listed building's setting and the Conservation Area, to which great weight was given, was not outweighed by the moderate/limited public benefits identified, so the appeal was dismissed; for Scheme 2, no such heritage harm arose so the balance favoured allowing the appeal.
