The likely significant and unmitigated adverse effect on the integrity of the Ashdown Forest SPA under the Habitats Regulations outweighed the benefits of the scheme.

The considerable weight given to the accommodation needs, personal circumstances and best interests of the children was not sufficient to outweigh the adverse effect on the integrity of the SPA and the conflict with the development plan as a whole.
