What decided it
The Council's inability to demonstrate a five-year housing supply engaged the tilted balance under Framework paragraph 11(d), and the substantial benefits of the care home in meeting identified local need for older persons' accommodation and contributing to housing supply outweighed the conflict with the neighbourhood plan's allocation for conventional dwellings.
The adverse impact of not delivering the 12 dwellings allocated by the neighbourhood plan was given reduced, moderate weight due to the housing land supply position, and was substantially outweighed by the social, environmental and economic benefits of the care home, including its contribution to housing supply (equivalent to 28 dwellings), meeting identified local need for older persons' care, job creation, sustainable location, design quality and biodiversity gains.
