What decided it

The significant harm to the character and appearance of the area caused by the introduction of conspicuous residential built form into open rural countryside outweighed the limited benefits of one additional dwelling unit and the shortfall in housing land supply.

The shortfall in housing land supply and the benefits of one additional dwelling unit, modest economic benefits, and improved landscaping were outweighed by the significant harm to character and appearance, which the Inspector attributed great importance to in accordance with Framework paragraph 130.
