Main issues, as the Inspector framed them
- whether the appeal site would be a suitable location for the proposal with reference to the development plan spatial strategy
- the effect of the proposal on the character and appearance of the area
- its effect on the European sites, having regard to recreational use and nitrates
What decided it
The failure to demonstrate adequate nitrate mitigation for the European sites, combined with the unsustainable location in the wider rural area and unacceptable harm to character and appearance, meant the benefits of housing delivery did not outweigh the substantial adverse impacts.
The modest social, economic and environmental benefits of a single dwelling (moderate weight each) were outweighed by the substantial cumulative weight of harm from unsustainable location, conflict with spatial strategy, unacceptable harm to character and appearance, and inadequate European site mitigation.
