What decided it
The proposal would have likely significant adverse effects on the integrity of nutrient-sensitive European designated sites that cannot be adequately mitigated through the proposed condition or the submitted planning obligation, and no alternative solutions with lesser effect have been secured.
Although the Council cannot demonstrate a five-year housing land supply and paragraph 11 of the Framework is engaged, the clear reason for refusal provided by the Framework's protection of areas of particular importance (the European designated habitats sites) outweighs the contribution of one dwelling to housing supply.
