What decided it
The proposal conflicts with the development plan spatial strategy (CS06 and DM2) by introducing residential development outside the development boundary in countryside, and fails the flood risk exception test because modest sustainability benefits do not outweigh the high flood risk in Flood Zone 3a.
The modest sustainability benefits of seven dwellings, affordable housing contribution, and support for local services were outweighed by the conflict with the development plan, harmful effect on character and appearance through coalescence and loss of verdant break, and failure to satisfy the flood risk exception test.
