What decided it

The proposal's failure to make an appropriate contribution towards affordable housing through a properly executed and certified Section 106 agreement, which harm outweighed the benefits of housing supply contribution.

The absence of harm to character and appearance did not outweigh the substantial harm from failure to secure affordable housing; although the proposal would contribute to housing supply in a borough with significant shortfall, the avoidable harm from non-compliance with affordable housing policy outweighed the benefits when assessed against the Framework taken as a whole.
