What decided it

The substantial weight attached to the delivery of affordable housing, combined with the limited weight given to conflict with out-of-date restrictive policies, meant the benefits were not significantly and demonstrably outweighed by the identified harms.

The minor landscape/visual harm, limited BMV agricultural land loss and reduced policy conflict were outweighed by the substantial benefit of affordable housing delivery together with moderate benefits from market housing, biodiversity net gain, sustainable transport and economic activity, so the balance tipped in favour of allowing the appeal.
