The harm to the Cowes Conservation Area and the complete loss of the non-designated heritage asset Hamlet Court, which makes a positive contribution to the area's character and yachting heritage, outweighs the limited public benefits of two replacement dwellings and cannot be justified by the incomplete viability evidence.
The less than substantial harm to the designated heritage asset (the conservation area) and the harm to the non-designated heritage asset, to which significant weight was attached, were not outweighed by the limited public benefits of housing delivery, economic benefits, and improved site security, particularly given the net loss of 5 residential units.
