What decided it

The Council's refusal on highway safety grounds was made primarily on interested party concerns without substantive evidence to justify the position, whereas the refusal on development plan grounds was reasonable and could not have been avoided.

The adverse impacts of allowing the development significantly and demonstrably outweighed the benefits, notwithstanding the Council's inability to demonstrate a five-year supply of deliverable housing sites.
