What decided it
The development constitutes inappropriate development in the Green Belt causing substantial harm to its openness and to landscape character, which cannot be clearly outweighed by the modest housing and economic benefits offered, and the Green Belt protection policies in NPPF paragraph 11(d)(ii) provide a clear reason for refusal.
The substantial weight given to Green Belt harm and landscape harm was not clearly outweighed by the modest benefits of one dwelling (Appeal A) or two dwellings (Appeal C) and associated economic benefits, such that very special circumstances do not exist to justify the development.
