The development constitutes inappropriate development in the Green Belt which is harmful by definition, causes substantial harm to openness and landscape character, and the modest benefits do not clearly outweigh these harms to establish very special circumstances.

The substantial weight given to Green Belt harm and other harms was not clearly outweighed by the modest housing supply and economic benefits, and the Green Belt designation provided a clear reason for refusal under the tilted balance.
