What decided it
The absence of any evidence of marketing to demonstrate the existing retail use is not commercially sustainable, combined with evidence that the use remains well-used and benefits the community, means the proposal conflicts with Policy ECON6 and the adverse impacts significantly and demonstrably outweigh the benefits.
The modest housing contribution and economic benefits during construction were outweighed by the significant harm from loss of an active commercial use that provides benefit to the community and which the Framework seeks to retain.
