What decided it

The conflict with the spatial strategy of the development plan, combined with the adverse impact on character and appearance and the sustainability concerns arising from the limited services in West Stafford, outweighed the material benefits of housing delivery when the Council can demonstrate adequate housing land supply.

The social and economic benefits of 14 additional dwellings, including affordable and self-build housing, and the importance of housing delivery were outweighed by the conflict with the development plan spatial strategy, the adverse impact on character and appearance, and sustainability concerns; the presumption in favour of sustainable development did not apply given the 5.02 years housing land supply.
