The substantial benefit of delivering 40 affordable housing units against an agreed serious and significant five-year housing land supply shortfall outweighed the limited landscape, heritage and parking-related harms.
The limited landscape/visual harm, less-than-substantial (lower end) heritage harm and minor conflict with the parking policy were outweighed by the substantial benefit of 100% affordable housing delivery, together with economic benefits, open space and biodiversity net gain, such that the proposal accorded with the development plan as a whole.
