What decided it

The proposed two-storey dwelling would have a substantially greater impact on the openness of the Green Belt than the existing single-storey structures, both in spatial and visual terms, and therefore fails to satisfy the exception criteria in paragraph 149(g) of the Framework, with no very special circumstances arising to justify the inappropriate development.
