What decided it

The harmful impacts on character and appearance and on neighbouring residential amenity (loss of outlook) were found to significantly and demonstrably outweigh the moderate positive weight given to the housing contribution in the context of under-delivery.

The benefits of housing delivery and making good use of an under-used site were outweighed by the significant harm to character and appearance and the unacceptable loss of outlook to neighbouring residents.
