What decided it
The tilted balance under paragraph 11d)ii) of the Framework was engaged due to the absence of a five year housing land supply, and the substantial benefits of housing and affordable housing delivery outweighed the limited, reduced-weight conflict with out-of-date settlement boundary policies.
The significant benefits of housing and affordable housing delivery (substantial weight), together with moderate-weight sustainability, ecological, open space, energy and economic benefits, were found to outweigh the limited landscape harm and reduced-weight conflict with settlement boundary policies, so the tilted balance favoured allowing the appeal.
