What decided it

The reserved matters application is inconsistent with the scope of the outline planning permission due to the inclusion of nine houses when the outline permission restricted development to bungalows and chalet bungalows, and the application therefore fails on this basis.

The significant benefits of housing supply for older and local people, economic growth, New Homes Bonus, Council Tax and CIL contributions, construction jobs and affordable homes do not outweigh the inconsistency with the outline planning permission and the failure to meet identified local housing need for 1 and 2-bedroom dwellings or provide appropriate public open space.
