The limited harms (policy conflict, minor BMV agricultural land loss, and non-unacceptable landscape/visual effects) were significantly and demonstrably outweighed by the significant and moderate benefits (housing delivery including affordable housing, economic benefits, biodiversity net gain, open space and pedestrian/cycle improvements), so the tilted balance favoured allowing the appeal.
