The appellant failed to demonstrate an essential need for a worker to live permanently on site to support the vineyard operation.

The small harm to character and appearance from the mobile home was not offset by any demonstrated essential need, and the proposal conflicted with the development plan as a whole with no material considerations, including the Framework, indicating a decision otherwise than in accordance with the plan.
