Main issues, as the Inspector framed them

  • whether there would be sufficient space to park and turn vehicles so they could safely enter and exit the site in a forward gear
  • whether satisfactory electric vehicle charging points would be provided on the site
  • the effect of the proposal on trees
  • its effect on the living conditions of some occupants of Wood Court, having regard to outlook and natural light and to noise and disturbance from a cycle store and two bin stores

What decided it

The failure to demonstrate sufficient space for vehicles to park and turn safely, combined with inadequate provision for electric vehicle charging points and unresolved harm to trees, outweighed the benefits of housing delivery and brownfield reuse.

The benefits of granting planning permission, including housing delivery, brownfield reuse and employment during construction, did not outweigh the significant harm regarding parking and vehicle turning, electric vehicle charging provision and trees, each of which had significant weight against the proposal.
