Main issues, as the Inspector framed them
- Whether the installation of roller shutters constitutes a contravention of sections 7 and 8 of the Planning (Listed Buildings and Conservation Areas) Act 1990
- Whether the works were essential and urgently necessary under ground (d) of section 39(1) of the Act
- Whether listed building consent ought to be granted for the retention of the works, having regard to the effect on the special architectural and historic interest of the listed building
What decided it
The grey metal roller shutters have a prominent industrial appearance that detracts from the traditional design and features of the listed building's frontage, and whilst security is important, alternative shutter designs are readily available that would provide equivalent protection without causing harm to the building's special interest.
