What decided it

The proposal conflicts with the development plan in multiple respects—unsustainable location outside a settlement, significant landscape harm, and unresolved matters on drainage, biodiversity and living conditions—and the limited benefits do not outweigh these harms where the Council can demonstrate a five-year housing land supply.

The limited benefits of economic contribution, removal of dilapidated buildings and provision of eco-friendly family housing were outweighed by the significant harm from unsustainable location, conflict with development plan policies, significant harm to landscape character, and unresolved matters on drainage, biodiversity and living conditions
