What decided it
The proposal would result in less than substantial harm to the Conservation Area and harm to the National Landscape, and the public benefits do not outweigh this harm when great weight is given to conservation of the designated heritage asset.
The moderate benefits of housing supply, economic and social benefits, and self-build provision were outweighed by the significant harm to the character and appearance of the Conservation Area and National Landscape, to which great weight was attached, resulting in adverse impacts that significantly and demonstrably outweighed the benefits.
