What decided it

The visual harm caused by the introduction of white upvc double-glazed windows with bulky frames and wide spacers would be incongruous within the finely detailed historic buildings and would disrupt the planned cohesion of the barracks complex, and this harm would not be outweighed by the public benefits of improved thermal performance and reduced maintenance costs.
