What decided it

The Council's contemporaneous observations and photographs from October 2022 showing the building as a fully furnished independent dwelling with kitchen and bedroom facilities, corroborated by the appellant's own explanation to the Council that his son was the sole occupier, established that the building was being used as a separate unit of residential accommodation in breach of Condition 7.
