What decided it

The proposal would cause significant harm to the character and appearance of the local area by introducing an overbearing, overly imposing built form fundamentally incompatible with the established pattern and sequence of low bungalows, which outweighs the modest housing and economic benefits even under the tilted balance.

The modest social and economic benefits of housing delivery and employment were outweighed by the substantial harm to character and appearance and the undermining of development plan objectives for well-designed places sympathetic to local character.
