Although the Council cannot demonstrate a five-year housing land supply, the tilted balance is not invoked because National Landscapes are protected assets under NPPF paragraph 11d(i) and footnote 7; the significant harm to the scenic beauty of the National Landscape outweighs the housing delivery benefit.
