What decided it

The appellant's failure to demonstrate through a properly conducted sequential test that there are no reasonably available sites appropriate for the proposed development in areas at lower risk of flooding, contrary to paragraphs 165, 168 and 169 of the Framework.

The substantial weight given to the unjustified flood risk to people and property outweighed the modest weight given to housing delivery and the moderate weight given to the accessible location and economic benefits, particularly as flood risk policies in the Framework provide a clear reason for refusal notwithstanding the absence of a five-year housing land supply.
