What decided it
The proposal conflicts with the development plan taken as a whole, particularly regarding character and appearance, living conditions, and flood risk, and the material considerations do not indicate the appeal should be decided other than in accordance with the development plan.
The housing supply benefits and economic benefits of construction attracted considerable weight, but the significant weight given to conflicts with development plan policies on character and appearance, residential amenity, and flood risk outweighed these benefits, and the tilted balance was not engaged due to flood risk protections in paragraph 11(d) of the Framework.
