The housing supply benefits and economic benefits of construction attracted considerable weight, but the significant weight given to conflicts with development plan policies on character and appearance, residential amenity, and flood risk outweighed these benefits, and the tilted balance was not engaged due to flood risk protections in paragraph 11(d) of the Framework.
