The significant harm to the character and appearance of the area, caused by the cramped layout and density of the proposed development being at odds with the spacious, formal character of the existing area, significantly and demonstrably outweighed the modest benefits of housing supply.

The benefits of five new dwellings and contribution to housing supply in a sustainable location, attracting moderate weight, were significantly and demonstrably outweighed by the significant harm to character and appearance.
