What decided it

The proposed uPVC windows would cause less than substantial harm to the Herne Bay Conservation Area by replacing traditional timber sash windows with horned rims with modern uPVC casements, and the claimed public benefits of improved energy efficiency and security are insufficient to outweigh this heritage harm.
