The chronic shortfall in housing land supply (2.1 years) engaged the tilted balance under paragraph 11(d) of the Framework, and the significant benefits of delivering 8 homes in an accessible location outweighed the limited harm to character and appearance.
The limited adverse impacts on character and appearance would not significantly and demonstrably outweigh the significant benefits of delivering much-needed housing in an accessible location within an area of chronic housing shortfall, supported by economic and social benefits from construction and occupation.
