What decided it

The dormer windows render the outbuilding no longer proportionate or clearly subservient in design, scale and massing, creating an unwarranted suburbanising effect that erodes the character of the New Forest contrary to local and national planning policy, and condition No.2 therefore serves a necessary planning purpose.
