What decided it
For Appeal A: Condition 5 failed the six tests for conditions at paragraph 56 of the Framework by being imprecise, unreasonable and unnecessary, as the Council provided no substantiation for why permitted development rights for roof alterations would be unacceptable. For Appeal B: The proposed rear box dormer would appear bulky, discordant and out of character within the street due to its scale, massing and visibility from the public realm.
