Main issues, as the Inspector framed them

  • whether the site would be a suitable location for the proposed development, with regard to development plan policy
  • the effect of the proposed development on the character and appearance of the area

What decided it

The appellant did not demonstrate that the caravan is essential for the cafe's operation or security, and the site is located in the countryside outside sustainable settlements contrary to development plan policy.
