What decided it

The absence of a secured planning obligation to mitigate effects on the Chilterns Beechwoods Special Area of Conservation, combined with unacceptable harm to the character of the area and significant overbearing effects on neighbouring properties, meant the proposal could not be approved even under the tilted balance.

The limited benefit of providing one new home was significantly and demonstrably outweighed by considerable environmental harm to a protected site, character of the area, and neighbouring amenity, such that the proposal was not sustainable development despite the tilted balance being engaged.
