The substantial shortfall in five-year housing land supply engaged paragraph 11(d) of the Framework, which requires the presumption in favour of sustainable development to be applied, and the adverse impacts of granting permission did not significantly and demonstrably outweigh the benefits of an additional dwelling.
The adverse impacts of conflict with spatial strategy policies, modest harm to countryside openness, and less than ideal living conditions were outweighed by the benefits of an additional dwelling in the context of a substantial housing supply shortfall, applying the tilted balance under paragraph 11(d) of the Framework.
