The significant harms arising from impact on living conditions of No.4 Manor Road South, failure to maximise efficient use of urban land, failure to develop comprehensively, and lack of secured affordable housing contribution significantly and demonstrably outweighed the modest housing benefits when assessed against the Framework as a whole.

The modest benefits of two additional dwellings and economic benefits were outweighed by the significant harms to neighbouring living conditions, inefficient use of land at 16.7 dph against policy targets, failure to develop comprehensively, and lack of affordable housing contribution, such that the proposal was not sustainable development.
