The proposal fails the sequential test for flood risk as no information was provided to demonstrate that there are no reasonably available sites in areas with lower probability of flooding, which is a mandatory requirement under the Framework and cannot be overcome by other considerations.
The significant harm from failure to pass the sequential test for flood risk outweighed the modest benefits of affordable housing contribution and housing supply, and the presumption in favour of sustainable development did not apply because the proposal conflicts with Framework policies on flood risk.
